Professor Rowell’s research interests revolve around risk regulation, the environment, and human behavior. She has taught courses on environmental law, administrative law, behavioral law and economics, risk and the environment, law and sustainable economic development, and valuation. Her research focuses on integrating scientific and social science insights into risk regulation and on the interactions between law, science, social science, and policy.

Her key interest areas are regulation and risk analysis, environmental law and policy, climate change, cost-benefit analysis, law, and psychology.

Recently, her research has focused on bringing interdisciplinary insights into environmental law. This year she published three books: The Psychology of Environmental Law (with Kenworthey Bilz), which explores the relationship between environmental law and psychology, and two companion volumes – A Guide to U.S. Environmental Law and A Guide to EU Environmental Law (with Josephine van Zeben) – which are designed to make environmental law accessible to non-legal readers and to foreign lawyers. Her past scholarly work has been published in law reviews and interdisciplinary journals including Science, the Harvard Environmental Law Review, and the University of Chicago Law Review

Professor Rowell has been a visiting professor at Duke Law School (2018) and Harvard Law School (2015-16) and was a visiting researcher at Oxford University (2015, 2016). In 2015, she also completed a federal detail at the Environmental Protection Agency, and was named a University Scholar through a program at the University of Illinois meant to recognize the university’s “very best teachers and scholars.”

Before joining the Illinois faculty in 2010, Professor Rowell was a Bigelow Fellow and Lecturer in Law at the University of Chicago Law School, from which she also received her J.D. After law school, Professor Rowell practiced at Perkins Coie LLP in Seattle. Professor Rowell has a Bachelor of Arts in anthropology/archaeology, which she earned from the University of Washington at the age of 18. Before law school, she worked as an encyclopedia entry writer and as a video game tester.

Dr. Prager is co-director of the . His research is focused on the policy and economics of disasters and has used computable general equilibrium analysis to estimate the macroeconomic impacts of environmental policy, natural disasters, and terrorism events. Prior to joining CSUDH, Prager was a postdoctoral research associate at USC Price School of Public Policy and Center for Risk and Economic Analysis of Terrorism Events (CREATE), working with numerous Department of Homeland Security agencies on different policy analyses.

Norton Chair of Agricultural Marketing at the University of Illinois, is a globally recognized leader in agricultural economics and multi-published author of commodity books. His influential research on commodity markets is sought after by academics, farmers, and policymakers alike. He’s a frequent media commentator for prestigious outlets like The Wall Street Journal and The New York Times. He has over 40,000 followers on social media, the largest following for an agricultural economist worldwide.

Irwin is best known for his work on commodity market speculation and biofuel policy, leading to invitations to testify before the U.S. Congress and the OECD. His vision and leadership have been a driving force behind the innovative farmdoc project that benefits farmers throughout the world. This award-winning project has been dubbed the “Wall Street Journal of ag business.”

He is a Fellow of the Agricultural and Applied Economics Association (AAEA), the highest honor accorded to members. He has also received numerous AAEA awards for his contributions to research, extension, and policy. Dr. Irwin holds a B.S. in Agricultural Business from Iowa State University and earned his M.S. and Ph.D. in Agricultural Economics from Purdue University. Currently, he teaches courses on commodity price analysis. His lifelong fascination with commodity markets began in his childhood, accompanying his father to the local grain elevator to track the latest prices from ‘Chicago.’

Irwin is the author of three books, most recently , named one of the 100 best non-fiction books of 2023 by Inc. Magazine.

Eric Christensen, Ph.D., is the Director of Economic and Health Services Research for the Harvey L. Neiman Health Policy Institute (HPI). He has over 20 years of experience as a health economist. Prior to working at the Neiman HPI, he led an interdisciplinary research team at the Center for Naval Analyses conducting research for various government agencies, served as the health economist for Children’s Minnesota hospital system, taught health economics at the University of Minnesota, and engaged in private consulting.

Dr. Christensen’s recent research has focused on the financial viability of the No Surprises Act for clinicians when resolving payment disputes for out-of-network claims, Medicare reimbursement trends, economic drivers of health disparities and the role of reimbursement in disparities, the role of treatment and imaging in cost growth in stroke care, and the association of non-physician practitioners in imaging ordering and interpretation patterns. His research and consulting have covered an array of health care delivery and policy questions from the standpoints of cost of imaging, non-physician practitioners and imaging, accountable care organizations, population health, cost-effectiveness, medical homes, interventions, infrastructure, financial performance under various reimbursement models, demonstrating the value of specific clinical approaches, determining the return on investment, and demonstrating the economic impact of health systems on the local economy.

Dr. Christensen has worked extensively with internal and external stakeholders. In addition to professional conferences, he has presented research and analytic findings to senior government leaders and corporate executives. This includes testimony before U.S. Senate and U.S. House committees, the congressionally appointed Veterans’ Disability Benefits Commission, and the DOD Task Force on the Future of Military Health Care.

Dr. Christensen received his PhD in economics from the University of Illinois. He has a master’s degree in economics from Colorado State University and a bachelor’s degree in business management (finance) from Brigham Young University.

Kruggel was named director of the James Madison University Center for Economic Education in July 2022. In 2024, the center was honored with the Albert Beekhuis Award for outstanding performance and excellence by the national Council for Economic Education.

Kruggel was associate director of the program from 2018-2022, when he also served as a master teacher for the national Council for Economic Education.

Kruggel served on the National Advisory Committee for the Council for Economic Education in fall 2023 and on the Executive Committee for the National Association of Economic Educators (NAEE) in fall 2022. In 2023 he was honored with the NAEE Rising Star Award.

He has a master's degree in economics from the University of Delaware and a bachelor's degree in secondary education and teaching from Purdue University.
